Much like automobiles, computers need tune-ups from time to time.   Your PC does wear and tear with any use.

   File fragmentation, web file build-up, registry build-up and many un-needed programs running in the background all cause Windows to bog down and run slower. Tune-ups are part of owning a computer.

This process involves manual work throughout the operating system and its many file locations.  Software is also used to do cleaning and fine tuning of the operating system.
